SUMMARY The Sourcing Engineer (Mechanical) is in charge of the procurement of assigned mechanical components/parts of Gas Turbine Power Generation Units. He/she will lead and drive a cross-functional team (with Quality, Engineering, EHS members etc.) to develop new suppliers and achieve favorable commercial outcomes for the Company. RESPONSIBILITIES 1. Responsible for the supplier development and approval; and purchase mechanical components (direct material) for conformance to product specification; 2. Negotiate all purchasing terms and conditions (quality/delivery/cost/service); 3. Evaluate supplier capabilities to ensure production output can meet HDGE demand; 4.Review and analyze quotations to determine the best bid; present analysis and comparison results to management to finalize selection process; 5. Develop and maintain suppliers' performance evaluation on an on-going basis;; 6. Coordinate with suppliers during contract fulfill phase for any necessary matter; 7. Lead and drive a cross-functional team (with Quality, Engineering, EHS members etc.) to achieve favorable commercial outcomes of sourcing for the company; 8. Manage the relationships with various types of suppliers; ensure communication lines to be accurate and clear of misunderstanding. KNOWLEDGE AND SKILL REQUIREMENTS - Bachelor's or Master's degree in Mechanical, or Manufacturing Engineering, or equivalent; - Minimum of 3 years’ work experience in commercial sourcing or procurement and 5 years’ work experience total; - Knowledge about mechanical processes, such as welding, heat treatment, machining, surface treatment, painting and etc.; - Good presentation and communication skills (written and verbal; English and Chinese) to various levels of the organization, and being able to work in English speaking working environment; - Possess well-rounded knowledge in strategic sourcing, supply-chain, manufacturing and operational procurement; - Excellent negotiations skills and analytical skills with the ability to manage and develop supplier relationship; Ability to energize, develop and build rapport at all levels within an organization; - Team work spirit and can work under pressure. DESIRED: 1. Familiar with ASME and API standards; 2. Experience with rotating equipment is preferred; 3. Experience with welding and heat treatment is preferred; 4. Experience in international working environment is a plus; 5. Experience with ERP (based on Oracle or SAP) is preferred.
