ORGANIZATION CONTEXT

BP is the first foreign oil and gas major to invest in China's natural gas industry. During 2006 the China Gas Business Unit commenced operations at the Dapeng LNG Receiving Terminal & Trunkline Project in Guangdong Province, this is the first LNG receiving terminal in China. To date, over 1.5 million tonnes of LNG has been delivered to the terminal under the Gas Supply contract with Northwest Shelf LNG, in which BP is also a shareholder. BP is currently expanding activities at the terminal through an LNG Truck loading project to further supply gas to more remote regions of Guangdong Province. The BU is also looking to bring forward for approval some major capital investments across the gas value chain during 2007/2008 with large Chinese energy companies, which will require significant commercial and business development support. There will be opportunities for the post holder to interact with external parties as these large scale projects mature. The BU also provides critical market and commercial assurance for gas sales from domestic and international projects.

JOB PURPOSE

The jobholder will be engaged in activities across the BU, providing support on BU strategy and commercial analysis required for potential gas investment options in China. There will be significant interaction with the Business Development team and also with centralized teams such as M&A on specific projects. The post holder will also be required to work closely with the Commercial Manager in to ensure that the BU remains coordinated and properly represented at GVP (SET) level through the presentation of short/long terms plans and the preparation of high quality ATNs and FMs. The post will also require working with the central GP&R and SPU PPM teams. This is a role in an exciting growth region that is core to the Group's growth ambitions

JOB RESPONSIBILITIES

• Provide business case development for investment options, working across the business to ensure that assumptions are robust
  
• Responsibility for building and maintaining economic models for use in evaluating business development options.
  
• Participate in the planning process and the generation of financial statements from key line resource inputs and assurance of the internal consistency between operating and financial metrics.
  
• Contribute to the performance management processes for China Gas, including the GFO processes.

EDUCATION & BACKGROUND

• Business degree, or technical degree with commercial experience; Rich experience in performing economic evaluations and analysis
• Well-developed understanding of economic analysis, financial decision making and planning; Experience with BP economic evaluation methodology/models
  
• Strong communication skills; Fluent English
