ORGANIZATION CONTEXT
China is a key growth market in the Lubricants SPU. The business has been growing very quickly in the past few years. Our aim is to continue the growth agenda and be a material key player in this emerging market.
Integrated Global Supply Chain (iGSC) supports the business agenda from Auto, ILS and M&EL through effective and efficient sourcing, manufacturing and distribution operations in a safe and responsive manner. iGSC as a global organization is divided by 3 regions, China sits in Asia pacific & India region. iGSC China currently operates a plant in Shenzhen and manages a toll blending arrangement in Shanghai .
Purpose of the Position:
The purpose of the Procurement Manager position is to ensure the delivery of value as directed by the Regional Procurement Managers (RPMs) for additives and chemicals, base oils, packaging and third party finished products. The role also supports China Supply Chain Director to achieve the objectives of the toll blending operation. The expected outcome is to fuel the growth agenda for our lubricants business in China .
It is envisaged that activities of this position will have, roughly, the following coverage:
- 50% Additives, Chemicals, 3 rd Party finished products
- 20 % Packaging
- 10% Toll Blending
- 20 % Base Oils
The Procurement Manager reports to the Integrated Global Supply Chain Director - China with dotted line to the respective RPMs.
ROLES & RESPONSIBILITIES
- Accountable to line manager and RPMs for the procurement deliverables in China .
- Lead the implementation of sourcing arrangements that assures alignment with the global strategies of the respective procurement categories.
- Understand business needs and collaborate with line manager and RPMs to identify opportunities and develop necessary solutions to materialize the anticipated value.
- Build effective relationships with key suppliers to promote bp as a preferred customer and manages suppliers' operational performance.
- Build effective relationships with internal stakeholders (including manufacturing, technology, marketing & sales personnel) to achieve the purpose of this role.
- Manage and coordinate cost of goods sold (COGS) saving projects to enable timely reporting of benefits.
- To lead and coach a small purchasing team in China .
- Effective understanding of the supplier market environment.
- Ensure compliance with required bp policies covering HSE, Ethics, Code of Conduct and Procurement Guiding Principles.

- Strong interpersonal and influencing skills and the ability to work with different levels in an organization.
- Good commercial acumen.
- Have effective communication and analytical skills.
- Demonstrate effective technical understanding of commodity and specialty chemicals and their applications. Knowledge of their usage in lubricants is a plus.
- Knowledge of supplier market environment desirable.
- Ability to lead a small team.
- Proven performance track record in the past years.
Qualification and Experience:
- A degree in Chemistry or Chemical Engineering.
- A post graduate certification in business study is advantageous but not critical.
- Two to five years working experience with good track record in a commercial role (such as sales, marketing or procurement) or a marketing technical support role with demonstrated flair for a commercial position.
- Proficient in Chinese and English.
