Position Summary
The Project EHS Engineer will manage and coordinate the health, safety and environment (HSE) aspects of a construction project on a construction site managed by URS, and will be responsible for developing and implementing the HSE plan, providing HSE training to URS staff and contractors/subcontractors, evaluating the EHS proposals and plans submitted by the contractor, monitoring HSE performance of the contractors/subcontractors, documenting field HSE activities in a timely (daily, weekly, monthly, quarterly, yearly) manner, analysing HSE performance of various field staff and contractors/subcontractors, and providing professional advice and opinions to construction managers (CMs), project managers (PMs), business line leaders (BLLs), and operations managers (OMs), as appropriate.
The Project EHS Engineer will work closely with the URS China HSE Team in achieving corporate HSE objectives.
Responsibilities / Objectives
• Prepare project HSE plan and obtain approval from the PM prior to initiating project activities
• Assist project team in preparation of the HSE aspects of the bidding documents
• Assist PM in assessing contractors’ abilities and experience on construction HSE management for a typical construction project funded by multinational companies in China
• Assist PM in evaluating the HSE aspects of the bids submitted by the bidders and prepare an evaluation report accordingly
• Review contractor’s HSE plan, identity gaps of deficiencies, and provide technical comments for continuing improvement
• Monitor contractor’s HSE performance according to the agreed-upon HSE plan and provide regular reports to the project team
• Manage the field HSE training program for all personnel working on site
• Provide training to URS staff on the topic of construction HSE, and prepare and present in-house HSE training seminars, etc.
• Assist PM in preparing accident reports for review by senior management in the event of an HSE accident in the field
• Join the URS HSE Team and provide dedicated efforts in supporting the senior management to achieve corporate HSE objectives
Reporting Relationships
• Report to Senior Manager, Health and Safety China Program at URS in China
• Report to URS PM during the course when the Construction Site HSE engineer is assigned to a project.
Skills / Knowledge / Experience / Attributes
Qualifications
• Bachelor degree (essential) in civil, electrical, mechanical, chemical or safety engineering, or in safety program
• Completed training courses and certificates issued by the local construction authorities in terms of site construction safety, registered professional safety engineer (highly desirable)

Knowledge
Knowledge in:
• Major construction-related safety regulations, codes and laws
• Responsibilities and roles of different parties of a typical construction project for multinational companies who invest in China
• Chemical hazard analysis according to the information contained in Materials Safety Data Sheet (MSDS)
• General understanding on electrical system safety, particularly site temporary electric system safety
Experience
• Minimum 3 years of relevant experience on at least 2 construction projects for multinational companies who invest in China
• Strong background in the application of field HSE management for multinational companies who invest in China
• Experience in working for multinational companies
• Experience in working with all levels of staff and management within an organisation
