Key Purpose

To provide a focal point for Technical Support for the specific discipline, to the Area Projects and to assist the Discipline Engineering Specialist for specific technical issues etc.

The Key purpose of the role is to provide specialist technical support from a central team in order to provide central support .to apply a common approach across the IPMT and assist with specific support to the Area Project teams, during time of peak load.

Roles and Accountabilities
角色 & 职责：

1. Reports to, and accountable to, the IPMT Technical Support Manager 向IPMT技术支持经理汇报工作并对其负责
2. Review of the Vendor Documentation review for Key Equipment. 对提供关键设备的供应商文件进行审核
3. Review of key discipline documentation from Contractors, in accordance with the IPMT procedure, or at the request of the Area Project Engineering Manager 按照IPMT的程序或区域项目工程设计经理的要求，对来自承包商的文件进行审核
4. Assist with the development of Technical input/documents for the Contract Enquiries. 协助制定技术文件/对于合同质疑的文件
5. Responsible for the effective liaison and co-ordination with the Area Project Teams. 负责与区域项目小组之间的有效联络和协调
6. Responsible for providing specialist Engineering support to the Area Project teams 负责向区域项目小组提供专业的工程设计支持

8. Spot check and technical evaluation/audit if the Contractors Process design 抽查和技术评估/审计

· Review and comment on specialist engineering aspects of BED and EPC contractors deliverables 对承包商可交付文件的专业工程设计方面进行审查并提出意见
· Prepare Technical content for PDP, BED and EP(C) inquiries as required by PMT Engineering manager 按照项目管理小组工程设计经理的要求准备工艺设计包、基础设计以及设计采购（施工）调查的技术内容
· Develop/Review Engineering specifications for Specialist area to ensure high quality consistent engineering by all participants in NCPP 制定/审核各专业的工程设计规范以确保所有参与NCPP项目的参与者都执行统一的高质量的工程设计
· Review proposals by BED, EP(C) Contractors as necessary 如有必要，审核基础设计承包商、设计采购（施工）承包商的方案
· Inspect vendors and fabricators facilities as necessary 检验供货商和制造厂的能力
· Develop Technical content for Long Lead item procurement, if necessary 如有必要，为长周期设备采购制定技术方面的内容
· Review Technical Procurement Specifications (TPS) for long lead equipment / proprietary items from Specialist perspective as required 对长周期/专有设备的技术规格书进行审核
· Perform / Review Technical bid analysis for Long Lead items 执行/审核长周期设备的技术投标分析
· Take decisions in response to Contractors Technical Queries in technical Speciality 对承包商在技术特性方面的技术疑问进行回应，并做出相应的决定
· Participate in Technical Reviews and Audits as required 如有必要，参与技术审查和审计
· Attend Factory Acceptance Tests (FAT) as required 如有必要，参加工厂验收测试

· Minimum of 10 years Design/Equipment specification experience with equipment as listed below on major projects, similar to those involved in NCPP. Fluent English is required for all projects where foreign Contractors are involved. Experience for ISBL units could include large continuous processes such as gasification, coal processing, gas processing, ammonia, methanol, hydrogen, olefins, sulphur, polyethylene, polypropylene. OSBL experience must include several of power generation and distribution, steam generation, instrument/plant air, cooling water, raw water treatment, waste water treatment, fire water, pressure storage, atmospheric storage, flare systems, polymer warehousing, liquid loading/unloading systems.

至少10年如下所列设备设计/设备规格经验，并且这些经验是在从事类似于NCPP项目的大型项目的过程中积累的。在有国外承包商参与的项目中流利的英语就成为必要的条件。界区内装置经验包括一些大型的连续性的工艺，例如：气化、煤处理、气体处理、氨、甲醇、氢、烯烃、硫、聚乙烯、聚丙烯。界区外装置经验必须包括发电和配电、蒸汽发生、仪表/装置空气、冷却水、原水处理、废水处理、消防水、压力贮罐、常温贮罐、火炬系统、聚合物仓储、液体装/卸系统
