Purpose / Role
· Lead the project procurement team to procure and delivery the project material on time at lower cost.
· Following corporate procurement procedures to maximize the procurement qualities and commercial advantages.
Key aims and objectives
· Maximising Corporate procurement power in the company to the advantage of the project.
· Control of the Centralised purchasing and supply function of procurement for projects including BED/Cost estimation/Proposal projects.
· Corporate with client as the project procurement function to ensure the procurement work meet the project requirement.
· Assistant corporate procurement manager for supply chain management.
Prime responsibilities and duties
· CONVERO operation for purchasing and vendor management.
· Ensure international trade knowledge and China knowledge and working practices are incorporated into the project procurement to avoid the procurement risk.
· Provide the co-operation and interface of the project team including project management, engineering, project controls, construction and the client.
· Prepare the project procurement execution plan / procedures.
· Lead the activities of the project vendor pre-qualification, bidders list, bid clarification, negotiation, pre-inspection meeting, supplier's fabrication progress, delivery, shipping and logistics.
· Lead the activities of the project design office material control and the site material receiving and warehouse.
· Supplier payment review Lead the resolving of the disputes with the suppliers.
· Control the cost and expenses of the project procurement.
· Develop Training Schemes for project procurement trainees.
· Issue project procurement report monthly and weekly per request.
· Issue project procurement close out report.
