Purpose / Role
To Ensure that IPMT and Engineering Contractor comply with both the Statutory and Project Design HSE Management System and requirements.

Prime responsibilities and duties
1. Report to, accountable to and advise to engineering manager on design HSE issues
2. Develop and implement Project Engineering HSE Plan
3. Develop and implement engineering HSE philosophies, e.g., emergency shutdown, overpressure protection, safe isolation, and emission, etc.
4. Develop project procedures for Hazid review, Hazop review and safety integrity level assessment & verification.
5. Review engineering contractor deliverables from design safety perspectives.
6. Participate in Hazop and SIL review in Basic Engineering Design Phase, Lead Hazop, SIL review and other design safety review during Detailed Engineering Design Phase.
7. Provide design safety support to discipline engineers, various departments of IPMT and engineering contractors if necessary
8. Liaison with Local Authority on design safety, health and environmental issues.
9. Monitor engineering contractors’ engineering HSE performance.

Core competencies
Essential Competence:
1 University Degree of chemical engineering
2 Minimum 10 years of chemical engineering experience in design and/or operation,
3 Experience in Hazop and SIL
4 Familiar with local and international design HSE practices and standard
5 Good written and spoken English
Desirable Competencies
1 Experience with international project or engineering company Client is preferred.
2 Good teamwork player
3 Petrochemical or chemical plant experience is preferred, site HSE experience is preferred.
