Purpose / Role
• Ensure timely delivery of equipment, materials, services and required vendor documentation and data necessary to meet engineering, purchasing and construction requirements per the order.
Key aims and objectives
• Ensure the vendor has entered the order into their production system.
• Information deemed critical and required in the PO and expediting files
• Maintain constant contact with Purchasing, Document Control, Scheduling, Inspection, Engineering and Construction to respond immediately to evolving requirements.
• For those materials without an assigned traffic coordinator (non-export jobs) the expeditor is responsible for the administration of and monitoring of all logistical considerations for the efficient movement of materials and equipment.
Prime responsibilities and duties
• Review supplier QA/QC submittals. The submittals may include WPS, PQR, NDE procedure, PWHT procedure and other applicable documents.
• Performs witness/review/inspection for all the processes as established in the ITP at vendor's facility, to ensure the activities meet contract requirements (contract between Guangxi refinery project and the vendor). Those witness/review/inspection include but not limited to (as applicable)
(1) Review MTR.
(2) Review Welder/Welding Operators' qualification records.
(3) Review NDE personnel's qualification records.
(4) Visual weld inspection – welding consumable control, cleaning, weld preparation, preheating, welding parameters, post heating if any.
(5) Visual and/or dimensional inspection of parts, fit-up, bends, machining, and material/product identification.
(6) Witness heat treatment process. Review heat treatment procedure and run charts.
(7) Witness NDE operations.
(8) Review RT radiographs and RT reports.
(9) Review UT/MT/PT reports as applicable.
(10) Review non-conformance report – disposition, approval and re-inspection.
(11) Final dimensional inspection.
(12) Inspection of surface preparation for painting.
(13) Inspection of preservation/coating and packing.
(14) Final inspection to ensure all planned inspections/tests have been performed and results acceptable. Review job completion document package.
• Identify, report, coordinate and recommend solutions to supplier quality issues.
• Report inspection and manufacturing status. Follow up non-conformance dispositions.
